The version used in the MacTech Magazine example is 8.0.4 (b20) modified November 22, 2004, which is the first item listed on the OpenBase Download page. Further down the page, there are two choices that contain the correct Omnis Studio DAM for OpenBase. One of these is titled OpenBase DAMs for all Omnis Products and the other is titled Developer Examples Package 8.0.3. The latter download contains connectivity packages for all manner of things, but it is a much larger download.
To get a free Personal license, return to the main page and click on the link that invites you to register for OpenBase Personal. That page outlines the restrictions of this license and guides you in the registration process. Once you have registered, you should receive your license string by email in a few hours. Install that license by opening OpenBase Manager and following their instructions.
After the software is installed and licensed, we need to set our test database
in motion. We can only access databases through OpenBase that are currently
running. Click the Local item on the left side of the OpenBase
Manager database
browser. This should reveal six example databases. Select the Company database
and click the right-arrow icon for that item as shown in the illustration below.
This will start the Company database so we can work with it.

Start Company Database in OpenBase Manager
Once the button to the left of Company turns green, the database is running.
Just so you know, this database has a user account named admin, which we will
use to access the database from Omnis Studio. This user has no password. Now
close OpenBase Manager, as we will not need it again for this exercise.
